Amazon is backing an on-site power plant tied to a planned data centre in Pecos County, Texas. According to reporting by The New York Times and cited by TechCrunch, the plant is permitted to release 33 million tons of carbon dioxide per year — more than any other single power plant in the United States.

Barron’s confirmed Amazon is financing the project. The plant would run 35 turbines and carry a generating capacity of 7.65 gigawatts, making it an enormous piece of private energy infrastructure built specifically to power one company’s computing needs.

A Company With a 2040 Climate Pledge

The timing is awkward for Amazon. The company has publicly committed to eliminating its carbon emissions by 2040. But TechCrunch reported that Amazon’s carbon emissions were already up 16% last year.

Now the company is financing what could become the single largest greenhouse gas source in the country — all to feed the electricity demands of artificial intelligence.

Amazon said the data centre will be powered by new on-site generation and that it will not raise electricity costs for Texas families. The company has not publicly addressed how the project squares with its 2040 pledge.

What 33 Million Tons Actually Means

To put the number in context: 33 million tons of carbon dioxide per year is a permit limit, not a guaranteed output. Actual emissions may come in lower, depending on how hard the plant runs. But the permit ceiling alone is striking.

For comparison, the largest existing coal-fired power stations in the US typically emit somewhere between 20 and 30 million tons annually. A gas plant permitted above that level — at a single private site, for a single company — is without precedent in American energy history, according to the reporting.

And it wouldn’t stand alone. A Floodlight analysis cited by the Texas Tribune found that at least 15 gas plants tied to data centres are planned for Texas. Nine of them combined could emit more than 130 million tons of greenhouse gases per year.

Texas Regulators and the Transparency Question

Texas has become the go-to state for AI data centre development, partly because of its deregulated electricity market and available land. But the Texas Tribune reported that state regulators have allowed multiple AI-linked gas plants to move forward with limited public notice and minimal environmental review.

That’s drawn criticism from environmental groups and transparency advocates who say communities near these sites deserve more say. Pecos County is a sparsely populated area of west Texas — far from major cities — but local residents and landowners still face the consequences of large industrial development on their doorstep.

The broader pattern is clear. Tech companies are building private fossil-fuel generation at a scale and speed that existing regulatory frameworks weren’t designed to handle.

The AI Energy Crunch Behind the Project

The reason any of this is happening comes down to one thing: AI consumes enormous amounts of electricity. Training and running large language models, processing data at scale, and keeping server farms cool around the clock demands power that the existing grid — in Texas and elsewhere — simply can’t always guarantee.

Rather than wait for renewable capacity to catch up, some companies are choosing to build their own generation. Amazon isn’t alone. Microsoft, Google, and others have all faced questions about their energy strategies as AI investment accelerates.

But Amazon’s Texas project stands out for its sheer scale. A 7.65-gigawatt private plant is larger than many national grids. It’s the kind of number that would have seemed implausible for a single corporate facility just a decade ago.

The project puts Amazon in a difficult position with its own investors and customers who track its environmental commitments. Whether the company can credibly argue this is consistent with a net-zero 2040 target is uncertain.

There’s no direct link between this Texas project and Kent’s infrastructure or energy bills.
