Canterbury could lose city status under council shake-up
Canterbury’s historic city status may need new legal protection after Kent’s local councils are reorganised into four new unitary authorities from April 2028.
Canterbury City Council is set to be abolished as part of the government’s local government reorganisation programme, which replaces Kent’s two-tier system of county and district councils with larger unitary authorities covering all local services. When a council that holds city status is dissolved, the title doesn’t automatically transfer — a successor body such as charter trustees may need to be created to preserve it legally and ceremonially.
The same issue faces Winchester, where the existing city council’s area looks set to be folded into a new Mid Hampshire unitary authority alongside East Hampshire, Test Valley and the New Forest, also from 1 April 2028. City status in England is an honour granted by the Sovereign on ministerial advice and tracked in the government’s published List of Cities. But the government has published no specific guarantee that either Canterbury or Winchester will keep that status unchanged through the transition.
The Leader of Kent County Council posted about the issue on social media, calling reorganisation “a poorly thought out work, costing us hundreds of millions and with no guarantee of better public services.”
Not a ringing endorsement.
The government says more than £5 billion of new grant funding is being provided across 2026-27 to 2028-29 to support local services during the shift. Critics aren’t convinced. The upheaval is expensive, they argue, and risks trampling over local identity — Canterbury’s mayoralty, civic symbols and centuries of ceremonial tradition among the things that could need separate legal protection just to survive the changeover intact.
What actually happens to city status depends on the final structural order and whatever transitional arrangements the government puts in place before the new councils go live in April 2028. The Ministry of Housing, Communities and Local Government is expected to publish further details ahead of that date.
