Kent County Council is consulting on a £350,000 scheme to create a dedicated cycling and walking route between Dover Priory station and the town centre, avoiding the busy York Street and Priory Road roundabout.
Cyclists and pedestrians in Dover could get a safer, off-road route through the area — if the plans are taken forward. The proposed route would run along Folkestone Road, Effingham Street and Effingham Crescent before crossing Priory Road, connecting the station with the town centre, seafront and Dover Docks.
The York Street and Priory Road roundabout has seen several collisions over the years, including incidents involving cyclists. Safety work was completed there in 2025. But the council says many people still find it a difficult place to get through by bike, and considers a route away from the A256 the safest and most suitable option.
The main changes proposed are:
- A two-way off-road cycle path along the north side of Folkestone Road between Station Approach Road and Effingham Street, separated from the pavement to keep a dedicated walking space
- Signed contraflow cycle routes along Effingham Street and Effingham Crescent
- A new signal-controlled crossing where Effingham Crescent meets Priory Road, with a possible yellow box junction at the same point
- New and revised pedestrian crossing points on Folkestone Road, including an island closer to the roundabout
- Norman Street made one-way eastbound, with two-way traffic kept between Priory Road and the car parks
- Parking changes that reduce spaces by the equivalent of three bays
The council puts the cost at around £350,000 and intends to apply for UK Government funding to help deliver the scheme.
If built, the route could eventually link to the existing River Dour Greenway — though the council says that would depend on further discussions with local partners.
Spencer Dixon, KCC’s Deputy Cabinet Member for Highways and Transport, said: “We’re keen to hear from those who travel through Dover on these proposals. The scheme aims to create a safer and more convenient route between Dover Priory station and the town centre, while helping cyclists avoid the busy York Street/Priory Road roundabout. Feedback from this consultation will help us understand local views and shape the next steps for the project.”
