A report going to Tunbridge Wells cabinet in October 2026 will seek approval to establish a joint committee with four other councils to oversee transitional responsibilities ahead of a planned Shadow Unitary Authority for West Kent in May 2027.

Tunbridge Wells Borough Council is among five local authorities being asked to form a joint committee to manage responsibilities during the transition to local government reorganisation in West Kent, according to the council’s forward plan published on 14 September 2026.

Which councils are involved

The proposed joint committee would bring together Tunbridge Wells Borough Council, Kent County Council, Maidstone Borough Council, Sevenoaks District Council and Tonbridge and Malling Borough Council. The forward plan states the committee would manage transitional responsibilities relating to local government reorganisation until the creation of a Shadow Unitary Authority for the area in May 2027.

Decision timetable

The report is scheduled to go before cabinet on 22 October 2026, with a further recommendation expected to go to Full Council on 16 December 2026. The Communities, Housing and Environment Cabinet Advisory Board is listed as a consultee. The monitoring officer, Claudette Valmond, is the relevant officer named in the forward plan.

The forward plan also records that a separate report on the full Royal Victoria Place development scheme — covering both the Palm Court and Ely Court areas of the shopping centre — is expected to come before cabinet in April 2027, seeking approval for the full budget and build contract procurement.

The council had not published the minutes of the meeting at the time of writing, so the committee’s decision is not yet on the public record.
