Sevenoaks District Council is asking residents to have their say on extending the Public Spaces Protection Order at Hewitts Roundabout in Halstead for a further three years.
People living near, working around, or travelling through the Hewitts Roundabout area on London Road have until 13 November 2026 to tell the council what they think. The order — which gives police and council officers the power to issue on-the-spot warnings and fixed penalty notices for specific behaviour — was first put in place in March 2024 and is due to expire. Without a formal extension, it simply lapses.
Sevenoaks District Council posted about the consultation on 9 October 2026, inviting views on whether the order should continue, whether it covers the right area, and whether the banned behaviours list still makes sense.
The order covers Hewitts Roundabout itself and the surrounding road network — the A224, the Orpington By-Pass at Badgers Mount, and the M25 spur road near Junction 4. Banned conduct includes car cruising, engine revving, racing, vehicle stunts, loud music, speeding, blocking the highway, parking on footways, and verbal abuse or intimidation toward other road users.
The enforcement numbers tell you something. Over just four weeks in summer 2026, council and police issued more than 100 Community Protection Warnings and Fixed Penalty Notices. Across the full period since March 2024, the council’s own assessment recorded 43 Fixed Penalty Notices and 56 Community Protection Notices. Quite the workload for one roundabout.
Paper copies of the consultation are available on request from Sevenoaks District Council by email.
But the final decision isn’t made yet. Consultation responses could support, oppose, or push for changes to the proposed order. Results go before the People and Places Advisory Committee on 8 December 2026, with Cabinet scheduled to consider them a week later on 15 December.
