The announcement positions the programme as an effort to speed up scientific discovery and reduce the cost burden on researchers working on complex problems — from grant applications and hypothesis testing to advanced mathematics and engineering.
Who Gets Access, and to What
Participants will receive access across ChatGPT, ChatGPT Work, and Codex, with GPT-5.6 Sol Pro included at launch. That’s the top tier of what OpenAI currently offers — higher usage limits, larger context windows, and the full capability set of its frontier models. Each approved researcher can also invite up to four collaborators from their institution, though each collaborator counts towards the overall programme total of 100,000.
That collaborator structure matters. It means the 100,000 figure isn’t 100,000 independent lead researchers — it includes the extended teams they bring in. The actual number of principal investigators who receive direct approval will be considerably smaller.
Eligibility is not open to all. Institutions must be recognised, degree-granting colleges or universities with a demonstrably high level of research activity. Applicants must verify their institutional affiliation and provide information about active research and intended scientific use. OpenAI has named the Institute for Advanced Study in Princeton and the École normale supérieure in Paris among the initial participating institutions — both are elite research environments with long histories in mathematics and theoretical science.
What Researchers Actually Get
For institutions already enrolled in ChatGPT Edu — OpenAI’s existing academic product — free access under the new programme will be coordinated through the institution’s existing workspace. That’s a practical administrative point for university IT departments, not just a headline benefit.
Beyond raw model access, OpenAI says participants will receive training, hands-on support, and the opportunity to share feedback directly with the company. That last element is worth reading carefully. Researchers using frontier models at scale generate useful signal for OpenAI about how those models perform on hard scientific problems — so the relationship isn’t entirely one-directional.
Sam Altman, OpenAI’s chief executive, has spoken publicly about the company’s ambition to accelerate scientific progress through AI, framing tools like GPT-5.6 Sol Pro as capable of contributing meaningfully to research workflows. The Selective Access Question

There’s also the question of cost comparison. A ChatGPT Pro subscription currently costs around £17 per month in the UK. For a researcher running intensive queries across a long project, free access to a higher-capability tier could represent a meaningful saving — but OpenAI hasn’t published a direct cost-equivalence figure for what participants are receiving, so any precise valuation should be treated with caution.
Scale and Timeline
The numbers OpenAI has committed to are specific: 10,000 researchers by the end of summer 2025, 100,000 by 2027. That’s a two-year ramp-up across a global pool of eligible institutions. Whether the programme hits those targets will depend partly on how quickly institutions apply, how OpenAI manages the verification process, and whether the collaborator cap creates bottlenecks in practice.
For their part, the programme also sits within a broader competitive context. Google DeepMind, Anthropic, and Meta have all made moves to position their models within academic and research settings. OpenAI’s decision to name specific elite institutions at launch — rather than opening a general application — suggests a deliberate strategy of building credibility through association with established research prestige before widening access.
What This Means for Kent Residents
No Kent institution is named in OpenAI’s announcement, and the programme’s eligibility criteria mean any local university or research centre would need to apply and meet the requirements independently. Researchers at the University of Kent or Canterbury Christ Church University, for example, could potentially benefit if their institutions qualify — but that’s unconfirmed at this stage.
