Crime levels across England and Wales have plateaued after years of fluctuation, according to new figures released by the Office for National Statistics. The Crime Survey for England and Wales shows an estimated 9.6 million incidents of headline crime for the year ending December 2025 – representing no significant change compared with the same period in 2024.
The stability comes as a notable shift from recent trends. Just over a year ago, the most recent verified ONS data showed headline crime incidents at 9.5 million for the year ending September 2024 – a 12% jump from 8.5 million incidents in the previous year.
What Counts as Headline Crime
Headline crime includes the offences that affect people most directly in their daily lives. The ONS definition includes theft, robbery, criminal damage, fraud, computer misuse, and violence with or without injury. These categories capture everything from pickpocketing and burglary to online scams and physical assault.
Fraud has emerged as the dominant driver of crime statistics The September 2024 data revealed a 19% surge in fraud offences, reaching around 3.9 million incidents. This category now represents a major portion of all recorded headline crime.
But it’s not just online criminals causing concern. Traditional crimes have also seen increases, with shoplifting rising by 23% to 492,914 offences in the year ending September 2024.
The Bigger Picture
The Crime Survey for England and Wales provides statistical estimates based on interviews with households and individuals aged 16 and over. This methodology captures crimes that may not always be reported to police, offering a broader view of criminal activity than police recorded crime figures alone.
Historical data shows headline crime figures have varied much over the past decade, ranging between 8.7 million and 11.2 million incidents annually. The current plateau at 9.6 million suggests crime levels may be stabilising after periods of both decline and growth.
Police forces across the country, including Kent Police, continue to report localised trends that may differ from these national averages. Regional variations often reflect specific local challenges and enforcement priorities.
