Dartford’s Development Control Board voted unanimously at its July meeting to approve the demolition of light industrial buildings at Chapter Farm, Red Street, Southfleet, and their replacement with three detached dwellings.

Dartford Borough Council’s Development Control Board granted planning permission for the demolition of existing light industrial buildings at Chapter Farm, Red Street, Southfleet, Kent, DA13 9QG, and the erection of three detached dwellings with associated access, parking, gardens and landscaping, when it met on 16 July 2026.

Changes since a previous refusal

Members asked what had changed since a previously refused application in 2024. Officers confirmed there had been changes to national policy, as set out in paragraphs 109 and 110 of the report. The applicant told the board that considerable time had been spent collaborating with Historic England and council officers, including the council’s Heritage Consultant, to ensure concerns could be rectified.

Late arrivals barred from vote

Councillors Nicklen and Garden arrived after the presentation had begun. The chairman ruled that they be disallowed from voting due to the risk of having missed significant evidence. The remaining members voted unanimously in favour of the officer’s recommendation to grant permission.

Section 106 agreement and conditions

Permission was granted subject to a Section 106 agreement and a list of conditions. The board also gave delegated authority to the Head of Development Management to finalise the wording of the Section 106 agreement, make minor amendments to conditions, and update drawing numbers and approved report details before the permission is issued.
