The government has refused planning permission for the Northfleet Harbourside development after finding that the permanent loss of Robins Wharf, alongside contamination, public health and job concerns, outweighed the benefits of up to 3,500 homes, a new stadium and commercial facilities.
A major waterfront scheme around Ebbsfleet Football Club in Northfleet has been blocked by the Secretary of State. The proposed development — which included up to 3,500 homes, a new football stadium, commercial space and community facilities — will not proceed as planned. The decision, announced on 31 July 2026 following a public inquiry into the called-in application, is being described by Kent County Council as a “significant decision for Kent and a landmark ruling for the planning system nationally.”
At the heart of the refusal: Robins Wharf. The riverside site next to the proposed development receives, processes and distributes sand, marine dredged material and other aggregates — the raw stuff that ends up in the concrete and tarmac of homes, schools, hospitals and roads across Kent, London and the wider South East. The wharf is protected under the Kent Minerals and Waste Local Plan because of its strategic importance, and the Planning Inspector concluded that the scheme would cause its permanent loss, with no suitable replacement site identified.
The Secretary of State agreed. Loss of the wharf, combined with concerns about contamination, public health and job losses, was judged to outweigh everything the development offered.
KCC took part in the public inquiry specifically because of what losing Robins Wharf would mean in practice — not just for Northfleet, but for the region’s ability to build anything at all.
Linden Kemkaran, Leader of Kent County Council, said: “This is a significant decision for Kent and a landmark ruling for the planning system nationally. It recognises the strategic importance of Robins Wharf and the role it plays.”
KCC has described the ruling as a precedent — a test of whether safeguarding policies protecting minerals and waste sites can hold firm against large housing and regeneration proposals. The refusal also means Northfleet will not see the thousands of new homes and regeneration that the scheme would have brought to the area.
